Sending a DM to a Telegram user can be done in several ways, depending on whether the person is in your contacts or you only know their username

You can send only one message to any user by yourself , If the user is in your contacts
- Open the Telegram app and tap the New Message icon (a pencil on iOS and Android).
- Select the user from your contact list to open a chat.

t.me/+123456789), but this will only work if your privacy settings allow others to find you by your number
